THE AMBASSADOR
PROGRAMME

A closed forum bringing together agency heads, ministers, and senior diplomats to shape policy on responsible and sustainable space activities. One of the few settings where those conversations happen off the record, across borders, and without an agenda set by any single government

ABOUT THE PROGAMME

The most important conversation in European space governance.

Space is no longer the exclusive domain of a few. As access broadens and dependencies deepen, the frameworks that govern it must keep pace.

The Ambassador Programme was created to bring the right people into the same room, away from the noise of the main floor, to discuss how diplomacy can meet that challenge.

Hosted in partnership with PA Consulting, this is a closed-door roundtable bringing together Ambassadors, High Commissioners, Defence Attachés, Heads of Space Agencies, and senior space policy leaders from across the globe. It is the only forum of its kind at a European space industry event.

YEAR ONE – 2025

Why the space race needs diplomacy now more than ever.

The inaugural programme convened senior representatives from governments, space agencies, and international organisations to confront a defining question: how can diplomacy safeguard the peaceful, secure, and sustainable use of space in an era of accelerating geopolitical tension?

PA Consulting facilitated a roundtable that produced three concrete recommendations — each focused on bridging the gap between policy ambition and practical action

01

Raise Awareness of Space as Strategic Infrastructure

Diplomats and governments must translate technical dependency into political priority. Space underpins navigation, financial systems, and national security – but these facts rarely enter the mainstream conversation.

02

Strengthen Inclusive and Enforceable Governance Frameworks

Current governance structures duplicate effort and lag behind the pace of innovation. The roundtable called for practical, enforceable frameworks – built through iteration, not perfection.

03

Invest in Space Capabilities to Support Economic Development

Investment in sovereign space capabilities offers not just scientific prestige – it delivers economic resilience and strategic autonomy. A unique window of opportunity exists for agile nations right now.

YEAR TWO – 2026

Cooperation without fragmentation: governing space as critical national infrastructure.

The 2026 programme sharpened the 2025 view. Diplomats, defence attachés, and space agency leaders from more than 20 nations gathered to ask: how can Europe and its allies govern space together without fragmenting effort or slowing delivery?

Three priority areas for collective progress emerged from the discussion — each grounded in practical, near-term action rather than distant ambition.

01

Build resilience through shared capability, not parallel effort

Nations depend on each other's satellites, supply chains, and operational behaviour — yet these dependencies are rarely coordinated. A European-led Space Situational Awareness framework was identified as the most achievable near-term step.

02

Mobilise investment at the scale required

Europe's ambitions cannot be financed by government alone. Participants called for a regional space finance initiative to bring together sovereign funds, pension funds, and industry — aligning incentives toward strategically essential capabilities.

03

Make governance an enabler for innovation, not a drag on it

More aligned governance, not more governance. Insurance markets can set behavioural norms faster than treaties. Participants called for insurers and operators to develop shared risk frameworks, giving governments and industry a practical structure for alignment.

Stability in space, just like during the nuclear age, will depend on diplomacy every bit as much as technology..

What participants say about the programme

2027 PROGRAMME

Securing Europe’s Space Advantage.

The 2027 programme builds on two years of genuine progress. The urgency has only intensified: space activity is accelerating, dependencies are deepening, and the geopolitical context has become more volatile.

This is not a conference panel. It is a closed-door working session where what is said stays within the room — and where what is agreed can actually move things forward
