UK Civil Aviation Authority (CAA)
The Civil Aviation Authority (CAA) is the UK’s independent space regulator, overseeing spaceflight activities under the Space Industry Act 2018 and the Outer Space Act 1986.
Its responsibilities include licensing launch and return operators, spaceports, range control services, and in‑orbit operations, while also monitoring hundreds of satellites and licensees to ensure safe, secure, and sustainable space activity. The outcomes‑based regulatory framework is designed to balance sector growth with public safety, environmental protection, and national security requirements.
Since becoming the UK space regulator in July 2021, the CAA has licensed more than 400 space activities, including the first UK launch from Spaceport Cornwall, as well as the licensing of hundreds of UK satellites including OneWeb, one of the largest constellations in low earth orbit. CAA licences have also been granted to SaxaVord Spaceport, Rocket Factory Augsburg, and Skyrora who are working towards upcoming launches.
